the hematophagous bee dos not have anything to pollinating flower or anything

This is bizarre - I put out a ping in the author's discord regarding this, and I'll see if I can at least get you a gameplay-oriented answer first, and simultaneously making him (LobsterJonn) aware of the issue. I suspect the bee pollinates off of something, but it just isn't showing up properly in JEI. Will keep you posted.

Solution: The answer is that these bees pollinate off of passive mobs (it worked when I tested it with sheep, but cows and pigs should work as well). They seem to add some kind of green particle effect on the entity when they pollinate from it, but this doesn't seem to harm the entity. They will produce their combs after pollinating from a passive entity.
