Intended? Mobgriefing is set to false

I'm not sure if it's intended or not, but ever since we updated to the latest version, now is set to /gamerule MobGriefing False
preventing villagers from picking up items (no more breeding) ,bartering with piglins and the end dragon being stupid and flying through the island....
Was that intended? Could we change it back?
