is this a bug with Mekanism? intentional? or has it never work?

Do you use a configurator? Shift+Right Click with it on the cauldron, and set to pull, the second one usually.

Unless it has the custom logic for it it won't work, The last I knew the only mod that works with vanilla cauldrons is Create and it's pipes
