I am on the latest version 2.30 and I am able to mine allthemodium but am unable to mine vibranium, which I should be able to with a t5 pick.

one thing to note is that before this update if you had the artifact mining claws equipped you were able to mine up to unobtainium (mining level 6) but without the claws you weren't even able to mine allthemodium. Now with or without the mining claws there is no change.
