Create Windmills acting strange

Windmills now seem to spin way way too fast when you get further away from them. Up closer there are occasional lighting issues.

It is the Entity Culling mod. Turn off Entity Culling and the move normally at a distance. They still work either way, it is just a side effect of entity culling that makes them look like they spin super fast.
