It is powered, it has a box nearby.

The arm moves, but no blocks actually get picked up, the arm then proceeds the continue into the ground.

This one was fixed a couple updates ago thanks.

Same here. Quarry just goes through all the blocks and nothing is harvested.
Got energy, got upgrades (also tried without them), and it goes though all.
