I don't know why this is not available. In another pack I had Create's Crushing Wheels and I had a platform with the Item Grate just above the crush point, I would just drop stuff in. Much safer that way too.
Is there a way I can enable it?

Mods change as they code for new versions of minecraft, it looks like the dev for that mod has chosen not to continue having that item in the newest versions of the mod at this time. It is not disabled, just doesn't exist right now.
May I suggest as a replacement the chute from create itself, works in a similar manner
