The Other Dimension - Can't place quarry (QuarryPlus Chunk Destroyer and RFTools Builder tested)

When in "The Other" dimenaion you cannot place the QuarryPlus Chunk Destroyer or the RFTools Builder to quarry in this dimension, you just get a "You cannot place that here" message in chat and it is broken and placed back in inventory. I have seen reference to being able to do this in the past in other issues and posts so I assume this is either a bug or a new restriction having been added.
