There is no crafting recipe for the Mega Chemical Cell Housing in version 0.4.9.

Sorry about that. I'll have a patch out for MEGA Cells in a little bit to add that recipe back. In the meantime, the chemical cells themselves should still be craftable without needing to make the housing separately in advance.
