Villages are not generating for me in version 1.0.28.

To replicate this issue create a new world using seed# 1969. No villages will be generated near spawn.
Roll back to version 1.0.27 and create a new world using seed# 1969. There will be 6+ villages generated near spawn (within 1000 blocks).

I got my base near a Village, but i needed to look for a long time. (World gen. in 1.0.28).

try using /locate structure minecraft:village
