The Creative jetpack has a recipe but it is not craftable. I have tried both my existing unobtainium pack and created a new one to rule out NBT being the issue. I have also tried RS, AE2, backpack crafting, and a vanilla crafting table.

The issue is with the jetpack, it can't be charged what so ever since this adds new NBT data. So disable any wireless charging, and make a new one

In my original post I mentioned I "and created a new one to rule out NBT being the issue". I just loaded up the pack to get an image of this and it is working with the pack I had created. So this was an issue with both it having NBT and me needing to restart the pack. I still think this is a bug though as it should be craftable with a charged pack. All of the other packs are you just need to put the pack in the crafting grid manually rather than clicking the +.
