No passive mob spawns and minimal hostile mob spawns.

Hello,
The last two updates have not had any passive mob spawns and very few hostiles. Spawners only occasionally work. /butcher only kills about 200 each time so its not anywhere near limits. There are no vanilla mobs of any kind in the overworld.
Anybody else experiencing this?
I'm having a similar issue, in the overworld incredibly few hostiles spawn. I've seen plenty of passive mobs but hardly any hostiles. Been in my world for over 100 days and the local difficulty is clamped at <1. Running modpack version 0.2.54
For me this ended up being just terrible luck. My spawn chunks were a massive cave and that was eating up the mob cap. I ended up putting mixin.perf.remove_spawn_chunks=true
in the modernfix-mixins.properties
file to disable the spawn chunks from being loaded 24/7 and then another mob that let me double the mob cap.
