There is no feeding trough from Quark, but it is required to improve and build buildings in minecolony.
The fairy tail mod pack is selected in minecolony.

Same issue can not build cowards hut because of this

the feeding trough is turned off in Quark's config, that can be re-enabled on a per user/server basis.
