What happened?

With Evilcraft you need Werewolvian Villagers for two quests
You can create them with a Lightning strike, however doing so turns them into a butcherinstead of a werewolvian.

The only other way of making them is with the Smoker which also turns them into a butcher
(We can ignore the smoker one because that is the vanilla-way of promoting them to a butcher)

With these two circumstances combined, it is not possible to create werewolvian villagers

As for reproducing, Striking a villager with lightning always has the same result of A) A Witch or B) A Butcher.
