Grasslands Biome only spawning Necromancers

As title says the only mob spawns in the Grass lands biome are necromancers. Useing cursed earth to spawn them in a mob farm all i get are necros

well its not only in grass lands
some of the modded biomes dont have any mob spawns ,but necromancers spawn in them
