A number of MC buildings in place, with 2 builders huts at level 2. Town hall is level 1 but when clicking "build" there is no upgrade option at all. Only option is to pick up and restart colony or leave at level 1. I have had the builder repeatedly build at level 1 but the builder has no block requests and so instantly rebuilds, but still no upgrade option.
