Scenario:

When wearing dragon's backpack or squid backpack, after entering No Fly Zone (The Other) and back to Overworld, the ability of the backpacks are disabled, cannot find a way to enabled.

Solution:
The only way to resolve is to load backup saves, suspect No Fly Zone changed some settings in save file that is cannot be reverted easily
