Expected Behaviour:
When you place a matter receiver or a matter transmiter you can choose between Public and Private mode.

If you choose Public, anyone can dial to your device.

If you choose Private, only the players you put in the whitelist of the block, should be able to dial to the device and see it in the dialer.

Current Behaviour:
When you choose Private and add players to the list, they still cannot use the device, the list seems to be ignored. Even the owner cannot use the device. The only way is switching to public, dial, then switch to private again.
