I know it doesn't, but I got som really strange behaviours with that today...

All started when I updated my world from 0.2.26 to 0.2.28. Everything wend bananas. I spawned next to a transparent chunk. I got the #953 screenshot for what I've seen.

So, saved my game in a different folder and reinstalled the modpack. Completely. Started a new world. Got 64 chunks loading and started creative fliyng around. I got a good amount of chunks loaded in a squared formation loaded. Saved & Closed the game. Opened again. The loaded region was MUCH smaller then the first time. Unloaded the world, deleted the world, created a new one. Creative again, and started flying. Small region loaded again. Tried to load nether using portal. #954 happened.
Tried to downgrade to 0.2.26 again. HAHAHAHA NOPE!!!! Same behaviour. Something got DL'ed from 0.2.28 that keeps loaded when changing version.

My last screenshot just to remember a region full skyblock.... I've spent my whole day testing that and the bug is consistent.
