As long as you can mine the ore with it's vanilla pickaxe, the different layers of the earth don't slow down mining, or stop you from collecting ores, so you can mine iron with a stone pickaxe at the bedrock layer at the same speed as the top layer, don't know if this is intentional but it should be changed imo.
