Blessed earth doesn't spawn mobs.

I tried to spawn mobs using the blessed earth, (Which you craft from a block of iron and 8 dirt)
However it doesn't spawn any mobs.

What biome are you in? Spawns depend on which Biome you are placing them in.

passive mobs do not spawn in cold ocean.

Dig to a different biome and place there. Biome is always super important for mob spawning as each mob (passive or active) has a set biome they spawn in.
