[ISSUE] - Rhenium extraction loops inert naquahine dust infinitely

I did the numbers.

1 inert naquahine dust allows you to run the following recipe 10 times:

This makes 35 rhenium, and also 3.5 inert naquahine dust on average. Basically, you provide 20 buckets of pyroflux, 1 bucket of tritium, and 1 bucket of deuterium to get 2.5 inert naquahine dust, thereby bypassing naquadah and luminite.

If you want people to be able to use pyroflux to bypass naquadah and luminite for inert naquahine, then you can probably leave it like this.

If you don't want naquahine infinitely recycled, then you should reduce the chance to get inert naquahine dust back to be something strictly less than 10%. For example, if you made the chance to get it back 7.5 percent, then each inert naquahine dust you plug in would return you 0.75 naquahine; i.e. 0.25 naquahine dust to get 35 rhenium.

Each naquahine dust is equivalent to one naquadah dust, so the current conversion, ignoring looping of inert dust, is one naq dust to 35 rhenium.

Reclaiming Inert From this Recipe has been removed entirely, this should make the cost a lot more demanding

I've also made a change where Rhenium Saturated Nqh now takes 1500mb of NQH vs 200mb of NQH as it did before.

This should make Naquadah Demand More Inline with desired rates.
