[ISSUE] - Methane to Hydrogen Peroxide recipe cannot be done in an LCR

Describe the bug
Methane to Hydrogen Peroxide recipe cannot be done in an LCR. The only recipe available is the 150 seconds icky sticky recipe making hydrogen peroxide kinda cringe to get.

Adding a circuit to the methane recipe fixes the issue of it not appearing for the LCR, will make a PR soon.
