Zombie and Loot Sometimes Not Spawning

I have experimented with loot spawners in maps downloaded from the internet and found that all loot spawners don't function in some worlds.
Specifically, I downloaded the map "Survive Brode", made by Eivisxp and waited for 30+ minutes, with no loor spawning (same issue after several reloads). I have experimented with several other downloaded maps, where it worked fine and loot spawned almost instantly.
I can still manually place loot piles, though. A quite puzzling situation.
On somewhat of the same note but without the same "proof" of issue, I find the CD zombie spawns a bit sporadic. They sometimes don't seem to spawn at all, then after a reload spawn in certain areas. Most of the time they do still spawn relatively frequently and as intended (I assume), though.
