[Bug Report]: All BOMD Spawning in Overworld

Describe your issue.
Is it intentional to have all the BOMD spawn in the highest difficulty? There was 2 Void Blossom, Obsidilith a massive Night Lich all at once which had over 100k hp. Just updated from 1.14.0 to 1.15.2. Was pretty wild to say the least. haha.
