[Bug Report]: Mod or resource pack causes mobs using crossbows to not be shown physically using them

Per Shadows-of-Fire/Apotheosis#1558:

When a non-pillager (and non-player) mob uses a crossbow, it is not shown using a crossbow the same way a pillager uses one; instead, the crossbow goes through its loading and shooting animations while remaining fully in the mob's main hand, without the position of the mob's hands changing.

Apotheosis enables non-pillager mobs like skeletons to use crossbows in addition to regular bows. According to its developer, "they are animated under normal conditions," i.e. without any other resource packs or mods besides Apotheosis and its dependencies.
What mods or resource packs could be causing the crossbow usage animations to not show?

its likely Fresh Animations or one of the addons such as Mobs Refreshed + Fresh Animations (which also breaks bogged heads...)
