[Bug Report]: Unable to craft "Tank Link"

Describe your issue.
I am unable to craft the tank link item to complete the personal storage tank questline.
I was able to craft the 7 tanks and the tank dock without issue.
Tank link is not craftable in 1.21.2 and in 1.21.3
