[Bug Report]: PNC:R Empty PCB Quest doesn't function

Describe your issue.

I have an empty pcb in my inventory and it isn't completing. I suspect this is NBT related.
I have tried with both the pressure chamber recipe and the blast furnace recipe, neither works.

Currently testing this in dev, and can't replicate, so a mod update probably fixed this, or something else is wrong.

It seems to work for me in singleplayer too, its only on the server that it does not.

Decided to test this on our public server, and it seems to work just fine there. Probably some FTBQ weirdness I've seen before(not just this pack, others too)? Some quests just refuse to complete sometimes without resetting them.
