[BUG] Unable to break spawner in normal world

Describe the bug
When attempting to break spawners, I am unable to with any tier of pickaxe. Unsure if bug or feature, couldn't find any documentation.

To Reproduce
Steps to reproduce the behavior:

  1. Open a world in 2.8.6b
  2. attempt to break a spawner
  3. fail

Expected behavior
breaking the spawner
