[BUG] Vanilla weapons and armor not turning into modded versions (server)

Describe the bug
I have created a server using the server pack installed off of curse forge. When setting up the server I had to remove the Hwyla mod as it wouldn't allow anyone to join. With everything else as is I join the modded server, however, I do not start with the starting items one would have when joining singleplayer. Additionally, when crafting vanilla weapons such as wooden swords or stone swords they would not transition into their modded versions, the same goes for vanilla armor. This means I am able to equip and use these items while at level 1 as there is no level req. The items also are unable to be affected by modded upgrades.
I am using Shockbyte server hosting to host my server if that helps.
To Reproduce
Steps to reproduce the behavior:
- Create a server using the craft to exile dissonance version 2.13.2d server pack
- remove the Hwyla mod
- enter the server and check a vanilla weapon
- See error
Expected behavior
Server gameplay work just the same as Singleplayer.
Additional Information
I expect that this is just a problem for me and will remove my issue if I fix it although atm I have had no luck. I have attempted swapping mod files with the non-server pack mod files, as well as swapping config files.
Sorry if this wasted anyone time. After a bit of messing around, i fixed the issue somehow. If anyone runs into a io.netty.handler error when joining their craft to exile dissonance server made from the sever pack, just restart the server. If that doesn't work remove hwlya then restart. After that everything will work fine.
otherwise if anyone runs into this issue, delete the server contents and make it again with the server pack without tinkering with the files and everything will work.
