Describe the bug
The spell level is no effect on these spells. (I am using the Chinese version. I have no idea its English name, sorry.)

To Reproduce
Steps to reproduce the behavior:

1. /slash set level [NAME] 40
2. Press "H" then add the mastery level to 40
3. add the spell level like above

Expected behavior
The spell level should affect more the extent of reducing cooldown and damage.
If not, why not just set it max lvl 1?

Ah, good catch. These use to be max level 1 but I accidentally changed it. Did not notice, I will fix in update.
