[BUG] Minecolony Herders take forever to kill their penned animals when the animal's level is too high

Describe the bug
Currently, far away from spawn enough for mobs to be level 30s, my shepherd can only deal 1 damage to the sheep of around 200-300 HP, even when the tool given to them has no stats and is just vanilla, causing the herder to almost never be able to kill them and go through a tonne of tools. In comparison, the guard using a stone sword is able to handle killing level 30s Zombies just fine.
To Reproduce
Steps to reproduce the behavior:
Be far enough from world spawn to have sheep or other animals level 30 or so, create a shepherd and give them a stone axe or iron axe, both only end up dealing 1 damage.
Expected behavior
The herder should be killing the animal, or at the very least, deal more than 1 damage.
its a known problem because the damage system we use and the damage system the colonists use are 2 different... as of right now i dont think we can fix that

I just find it strange that the guards are able to kill mobs just fine despite the levels, and the herder isn't....But I guess this is one of those things where only time will fix it. Sigh.
Actually for the time being it might be best to just place a disclaimer in the quest saying to make sure not to make the colony too far from spawn else animals will be too high HP to be killed. I've also found that maxing out their respective's hut's stats increase the damage from 1 to 8! However the axe type did not matter. Whether it was a simple wooden axe vs a neptune axe with sharp 5, they both did the same exact damage.
