"Fire of Judgment" can't apply Judgement to the enemy.

To Reproduce
Steps to reproduce the behavior:

1. Learn Purifying Fires, Judgment and Fire of Judgment skills
2. Use Purifying Fires hit enemy
3. Whatever how many time, can't see the particle effects of Judgment and the Lightning damage when hit the max stacks

Expected behavior
it should be apply the Judgement to the enemy
