[BUG] MineColonies Barracks Tower Can't be build

Describe the bug
The Barracks Towers can't be build. The Chat occur "Please upgrade the Barracks first." Even I've already finish building the barracks or repair, renew one. It still occur same message. So I test in both Singleplayer and Sever and found that it only has problem when building and repair the barracks tower, If you cheat instant build with Creativemode the tower can assign work as normal but can not use building option.

If you force builder to repair Tower(come from instant build cheat) it will repair until finish and say "My AI has run into an issue, please locate the latest.log file (or contact the server owner if on a server) and send it to the MineColonies authors with this message."

I found out the one that has same problem with me ldtteam/minecolonies#3753

To Reproduce
Steps to reproduce the behavior:

  1. Create Colony
  2. Build University --> Build Barracks
  3. Build Barracks Tower and chat will occur
  4. Build Tower with cheat. Force builder to repair

Expected behavior
How to fix it or Can you fix it pls.
