[Bug]: Fluid cell quests complete with any type of fluid cell instead of being NBT sensitive

Bug Description

Title is self-explanatory.

How to Reproduce?

  1. Hold a fluid cell of any type in inventory
  2. Complete all dependencies for a quest that asks for a fluid cell containing a different fluid
  3. That task will instantly complete even though you don't have the correct fluid cell

Expected Behavior

Fluid cell tasks are NBT sensitive
