Don't host the packwiz.exe in the repo

packwiz follows MIT License, while it's okay to redistribute the binary, a copy of the MIT license attributed to packwiz is required.
And then it's generally not a good idea to have the binary in the repo anyway, it's huge and people might have their own versions installed on their system.
Possible solutions
- Simply remove the binary
- Attach a license next to it named e.g.
LICENSE_packwiz
with the MIT license copied over
This should happen ASAP.
Todo:
- remove packwiz.exe
- add packwiz.exe to .gitignore
- include instructions on how to get packwiz in README.md
