Jetpacks Chapter should not depend on getting Cows

The "Up, up and away!" quest depends on "Why do Cows have hooves instead of feet?" quest.
All prerequisites in this chapter can be obtained earlier (especially leather)

Remove the dependency on "Why do Cows have hooves instead of feet?".

I was about to post this myself. That dependency is really annoying, because it forces you to either do without jetpacks for ages, or craft a second set later on just to complete the quest line.
This is a hang-over from a bunch of other minor changes in this area, and should have been removed sooner (or I just shouldn't have made all those minor changes in the first place!) Either way, this will be sorted out in the next release.
