Description:
The overworld and wastleland potential quests want empty collectors but they keep thier charge when upgrading
It uses nbt for energy storage and metadata for tier

Fixed, now they're all NBT-independent detection quests.

This also applys to the staff of rending upgrade quest (#1522) and presumably (#1520)
