Reasons why this should be added

Starting with version 0.54.1 you can't insert a crafting recipe into the Crafting Terminal from JEI unless all the ingredients are in the system exactly as specified in the recipe. This means that partial insertion of recipes from JEI is no longer possible. This makes things very annoying.
Two examples (but I'm sure there are more):
Usage of Ore Dictionaries sometimes doesn't work properly. I.e. if you want to craft Polished Stone but you have three vanilla stone and five UB stone in the system, you won't be able to craft it from JEI anymore because the recipe specifically asks for eight stone of the same type. In previous versions you could easily craft this from JEI.
Crafting with anything that has NBT data is impossible. I.e. if you want to upgrade your Enrichment Chamber (that you used previously) to a Basic Enriching Factory, you can't partially insert the recipe for the factory and then just manually put in the Enrichment Chamber. You need to put in every item manually. The same goes for Tanks and anything else that has NBT data.

Additional context

The fixed between version 0.54.0 and the current version 0.54.9 mostly relate to this newly added system/"feature", so there isn't any feature drawback or crucial bug fix that would be lost by backporting.

My guess is that the dev wants to go the route towards the feature that RS has where you can instantly autocraft the missing items (provided that you have the patterns) and then everything is put into the crafting grid once all the items are there. So I would suggest waiting for that feature to be complete.
Alternativly one could ask the dev for this "feature" to be optional/togglable in the configs.

Personally I find it very annoying. I was already annoyed that you can't partially insert crafting recipes into normal Crafting Tables/Stations anymore compared to 1.7.10 NEI, but this ups the annoyance a notch.
