Add more descriptions to the blocks in the Configure Block JEI category.

Reasons why this should be added

With some blocks it is not clear as to what right-/(and sometimes, also not specified, even left)-clicking does to a block. Sometimes the items already have a tooltip to describe their purpose, like the drawer keys, so in theory they don't even have to be in this list because I would assume this tooltip is not removable. But sometimes there is no information whatsoever on what happens to a block when clicked on. The most outstanding example to me is the GalactiCraft Standard Wrench or the C&B Wooden Wrench. They both point at a stair block with no explanation on what they do. I assume they also rotate blocks but if so, why do the stairs not have a tooltip like the Chest does in the "recipe" with the Crescent Hammer. And why is it a stair and not a chest?
This JEI category also mixes configuring a block with a wrench and breaking a block with a wrench and it is not always clear what is meant. I.e., can I break a Laser Relay with my Laser Wrench or can I only configure them with that? Can I break Essentia Tubes with the Caster's Gauntlet?

Describe alternatives you've considered

Open two seaparate JEI categories, one for configuring blocks/items with a wrench/other item and one for breaking them with one. That would at least solve one of the issues mentioned above.

Additional context

I also noticed that the Configure Block category is in the JEI tabs when searching for the recipe of an item in it, rather than when searching for the uses of an item. Personally I would expect the category to appear when searching for the uses of i.e. Redstone Torches or wrenches.

But in general, this is a really cool idea!
