A quest not working proper

To Reproduce
Just get a bucket of quicksand (BOP), then the quest "Smeltry Fuels" in Chapter "Getting Started" will complete.

Modpack version v0.56.0

Seems like this happen when we moved to new quest book.
Would fix that.
