Issue
Hardened Cell Frame doesn't start crafting in the Empowerer.
Recipe from JEI shows:

1. Invar Plate (Thermal Foundation)
2. Invar Gear (Thermal Foundation)
3. Steel Casing (Mekanism)
4. Steel Rod (Immersive Engineering)
   Catalyst: Energy Cell Frame (Thermal Expansion)
   Result: Hardened Cell Frame (Thermal Expansion)

Power is supplied underneath all 4 podiums.
Each Display Stand is max with 80k RF each.
Each Display Stand has Ender Energy Conduits to supply (125k RF/t)

Draconic Fusion Crafting
Combination Crafting

Draconic needs Combination, and Combination needs Crystaltine Ingots,
Crystaltine needs Elite Crafting Table, which needs Hardened Machine Frames
