Issue
The JEI recipe for the Thaumium Fortress Helm is probably the intended recipe, but in the Thaumonomicon, it shows a different recipe. The JEI recipe does not work, the Thauminomicon owe does.

EDIT:

I found out that there are multiple recipes for the fortress helm. The one in the thaumonomicon is to make a thaumium helmet to a fortress helm. But you can scroll through different recipes if you click on the fortress helm. I would guess that these are different upgrades for the helmet, but I can't tell for sure because I've never used it.

If you go on uses for the thaumium helm, you are shown the recipe to make the fortress helm that is shown in the thaumonomicon.

Doesn't really sound like an issue then, to be honest.
