RF/t readout of steam dynamos with turbine conversion is wildly wrong

I was testing in creative, and 2 steam dynamos with the boiler conversion augment are saying they're producing 1840-1920rf/t each, meanwhile the capacitor bank they're connected to (with no other things connected) says it's only receiving 300-700rf/t. that seems to be the case, as i tried connecting other machines that should have more than enough power with 3680rf/t but they're not getting anywhere near that amount
Here's the setup. the boiler dynamo is getting coal from the crate and water from below. the turbines are outputting to the capacitor bank which i just added to measure their actual output. The dynamos are supposed to be generating power for that builder and another one off-screen, both connected through thermal energy cells output-limited to 500rf/t each, as well as an igneous extruder consuming about 900rf/t when active, so all the machines add up to 1900rf/t when the extruder is working, which if the dynamo's reported rf/t was correct they should be getting more than enough power with just one of them. something that seems to be happening is the dynamos are turning on and off. the steam buffer is completely full most of the time, and then occasionally goes down to ~2500mb. seems like they're not generating constantly, cause the the total energy in the capacitor bank is also sorta going up in steps every half second or so instead of constantly going up
To clarify: most of the time, the buffer is full, it says it's consuming 920/960mB/t of steam, and generating 1840/1920rf/t, and about once a second the buffer quickly goes down, and it says it's using 960mB/t and generating 1920rf/t, and only then does the amount of RF in the capacitor bank go up. when it says it's using 920 and generating 1840 it's using and generating nothing
And you're certain you're on version 1.82a? I fixed a very similar issue in 1.82
If you just have the 3 Dynamos and the Capacitor Banks, does it still happen?
