Can't make a server with forge-1.12.2-14.23.5.2847-installer.jar

Trying to make a server using forge-1.12.2-14.23.5.2847-installer.jar but it fails. I have tried redownloading the file several times. The newer version forge-1.12.2-14.23.5.2855-installer launches fine.
Has anyone experienced this? Can I use a newer version of forge?
You can use a newer version of Forge, and should :)
