Describe your issue.

I have an issue with the Prosperous trait from Tinker. Prosperity shards won't drop, neither in auto-miner nor while mining manually/excavating. I've let my auto-miner run for 30 minutes without a single prosperity shard, and I'm sure I'm using the right tool and right block(pick-cobblestone), Manually I've dig like 10K + blocks without a single shard. I've tested a few things with Prosperous trait and here are odd things:
-When digging manually prosperity shards wont drop, no matter which block.

• When my supremium pick is in the controlled miner, and digs cobble, every time I restart server one more prosperity shard pops up in my chest, but then it stops dropping till i restart it again(so one shard, then none, then I restart server, and just after I restart it I see two shards in the chest and again, no drop no matter how long it runs)
  -Same things happen in singleplayer. I put completely fresh supremium pick in newly built autominer, It almost instantly drops one shard(like after 60 blocks or so?) and then NO shards will ever pop up.
  On completely fresh install I've managed to make pickaxe drop prosperity shards while excavating and in the auto miner but only for like few minutes till the same thing with one shard-restart happened. Then even after I created a new world, it wouldn't drop a single shard.
