Nuclear reactor from IC2 need some great setup to work and a lot of ressource and a quadcore iridium neutron reflector produce only 600 EU/T in EU mode and something like 800 EU/T in heating mode.
with one more cell you can have 1000 EU/T in heating mode ( around 1950 Heat Unit/Tick ).
I use steam boiler to get Superheated steam and then kinetic steam generator.
One kinetic steam generator produce 200 EU/T, i can use 5 generator with my reactor setup : here a screen shot :

But wind kinetic generator, without go too high can produce more than that with far less ressource.
In IC2.ini wind turbine and water mill are set to 4.0 although steam turbine are at 2.0.

Can you buff it or this is intended ?

Improve kinetic generation from steam turbine :
line 230 in IC2.ini : steam : 2.0
maybe set it at the same level than water or wind turbine ( 4.0 )
( I try it at 4.0 and it generate 400 EU/t per turbine, reaching 2000 EU/T far more convenient ( it's only around 8000 RF/t, far less than most other nuclear reactor )

I have buffed the IC2 Fluid Reactor's heat generation, #676
The amount of heat from superheated steam is also increased.
I will also double the yield from steam in the Kinetic Turbine to 4x as you ask.
