Dimensional Shard Ore No Overwold Spawns

Describe the bug
I noticed with my RFTools Builder set to quarry all ores within a box of 128 by 128 (bedrock to surface) that I obtained exactly 0 dimensional shards.
I then decided to make a Mekanism Digital Miner as this would actually list the # of ores found and after traveling a bit and placing it down it never detected any dimensional shard ores.
JEI has it listed as "Spawns in the Overworld: true / Min Y:0 - Max Y: 20", so I should be finding some, yet I have not found any.
I was immediately able to get dimensional shard ore within the nether, so spawning there does not appear to be an issue.
World settings are all default, two mods have been added (inv hud+ and mantle) and neither of those should effect ore generation.

@Ridanisaurus I've confirmed this issue in a fresh 0.4.2 in-dev world, do you have any idea what could be causing this? It's set to generate 2 veins of 2 ores per chunk.
Just a slight update after I decided to revisit this to see when ore generation broke. It works on 0.3.13 with EmendatusEnigmatica-1.16.4-1.1.5 and breaks in 0.4.0 with EmendatusEnigmatica-1.16.4-1.2.1 (the version I originally reported this bug with).
With the current version of E6 (0.4.14) I down graded Emendatus Enigmatica to 1.1.5 and Dimensional Ore does generate. I was immediately able to find 19 chunks within a new world spawn using a digital miner.
It seems like something in Emendatus Enigmatica after 1.1.5 broke when it comes to Dimensional ore generation.
Not sure if this helps but i did find some in those Basalt spawns in the overworld. (Fresh world in 0.5.0)
This might've been resolved in 0.5.0, has anyone seen it spawning in overworld type stone?
Flying around in creative on a fresh 0.5.2 world and placing down digital miners everywhere and I've been unable to find any dimensional ore (tag forge:ores/dimensional).
I did find some in the Basalt Barrera, but that was only inside basalt and not any other stone type.

Nope
They do spawn in 0.5.2, but are extremely rare :) got confirmed from Rid on Discord.
