Shovel takes incredibly long to destroy modded grass path

Describe the bug
Destroying modded path (Oh the biomes you'll go, meadow grass path in my case) takes longer to mine than it does with a regular hand.
How to recreate:
- Find meadow dirt in any modded biome
- Pave it with a shovel
- Try breaking it with hand and then with diamond shovel (not enchanted)
- Notice the time it takes
