Resourcelful Bees not spawning

Enigmatica 6 1.16.5 0.4.14
The Mod Resourcelful Bees is basically unplayble, because of its config. Most of the bees have following line in its .json:
"SpawnData": {
"canSpawnInWorld": false
Cause of this u cannot breed any bees. U can only find about 6 bees in the overwodl/nether/end.
I tried reinstalling the game, deleting the config, changing the jar.
Im also running the modpack on a server provided by BisectHosting.

That is intentional - most bees are not found in-world, and must be bred from a base of bees found in the world. This doesn't all involve traditional breeding - there is also mutation and crafting required. The Beepedia & JEI are your friend here.
